I recently took my NCLEX and passed and was told by a friend who took and passed hers too that there are actually 2 different completion emails sent out, a “good one” if you passed and a “bad one”. If it shuts off at 75 with the good pop up, you passed. It's very rare for it to shut off at 75 with a fail. It will usually give you more questions/chances.
